"Better Training for Safer Food" (BTSF) is an initiative of the European Commission aimed at organising a EU training strategy in the areas of food law, feed law, animal health and animal welfare rules, as well as plant health rules. Article 51 of Regulation (EC) No 882/2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules, provides the legal instrument for this initiative.
Training is designed for staff of Competent Authorities of EU Member States involved in official control activities so as to keep them up-to-date with all aspects of Community law in the areas specified above and ensure that controls are carried out in a more uniform, objective and adequate manner in all Member States.
It is also essential that Third Countries and in particular developing countries are familiar with EU standards and import requirements. For this purpose, training organised for Member States in the EU is also available to participants from third countries and specific training activities are organised for third country participants on the spot.
In the framework of the BTSF initiative, Istituto Zooprofilattico Sperimentale dell’Abruzzo e del Molise “G. Caporale” (IZSAM) has been entrusted by CHAFEA with the organisation of fourteen training courses to be held in 2015-2016 concerning:
- “Animal welfare during transport” (n. 2 editions)
- “Animal welfare in pig production” (n. 4 editions)
- “Animal welfare in laying hen production” (n. 2 editions)
- “Animal welfare in broiler production” (n. 2 editions)
- “Animal welfare at slaughter of cattle, pigs, sheep and goats” (n. 2 editions)
- “Animal welfare at poultry slaughter” (n. 1 edition)
- “Animal welfare in killing for disease control” (n. 1 edition)
Eligible participants are Public Veterinary Officers belonging to the National Competent Authorities of EU Member States, EFTA, Candidates and Third Countries involved in the official controls on Animal Welfare aspects and the development of best practices to improve the application of European norms and/or international standards on this issue.
BTSF National Contact Points/National Competent Authorities are in charge of the identification and selection of participants.
The participation of industry associations, relevant stakeholders and country delegates, not included in the list of selected Third countries, is possible only upon CHAFEA approval and according to CHAFEA conditions.
The training courses will allow participants to improve their knowledge and/or practical skills on relevant EU legislation and international framework (as for example the OIE Guidelines), on the scientific basis for proper transport, housing, management and handling of the animals and on stunning and killing techniques.
Advanced level training courses are organised in the field of animal welfare at slaughter. Candidate participants have to demonstrate their participation in previous BTSF training course/s on this subject.
